The Settlement papers could refer to this -

The Poor Relief Act 1662 (14 Car 2 c 12) was an Act of the Cavalier Parliament of England. It was an Act for the Better Relief of the Poor of this Kingdom and is also known as the Settlement Act or, more honestly, the Settlement and Removal Act. The purpose of the Act was to establish the parish to which a person belonged (i.e. his/her place of "settlement"), and hence clarify which parish was responsible for him should he become in need of Poor Relief (or "chargeable" to the parish poor rates). This was the first occasion when a document proving domicile became statutory: these were called "settlement certificates".

The Settlement Act was repealed in 1834 (under the terms of the Poor Law Amendment Act 1834, which introduced the Union Workhouse), although not fully. The concept of parish settlement has been characterised as "incompatible with the newly developing industrial system", because it hindered internal migration to factory towns.

It was finally repealed by section 245 of, and Schedule 11 to, the Poor Law Act 1927 (c.14) and by the Statute Law Revision Act 1948.

I am not sure that the words written are to do with Humphrey or the Charles Watson whose name is above him as there is a wiggley line down from the name of Charles.

This all reads:-

Born in Mankers Lane Ringstow lived after 2 years in Hack y Rd a Baker father lives as above and born at Temple Bar.

Passed to Bethnal Green about 5 years ago.

So it could be to do with Charles Watson and nothing written after Humphrey?????

He was born in Lewes, Sussex
The only people living at 12 Amhurst Terrace on the 1861 cencus were his son Humphrey and his family

He lived Hackney area but where was he born?

I am having trouble with this relative of mine and cannot understand what happened to him in about 1861. In 1851 he was a visitor in a household which stats he was a Master Boot maker with (I think) 3 employees. I cannot find any record of him on the 1861 census, but on 22 Feb 1861 there were some settlement papers for the poor, but cannot understand the writing! It says his address is 12 Amhurst Terrace, Hackney. In the 1871 census he was in Hackney Union Workhouse, and, I think, died there in 1872. Incidentally his son Humphrey (my GT grandfather X2) lived in 12 Amhurst Terrace all his life. What I would like to know is where Humphrey was in 1861, and how I can find out how he ended up in the workhouse?
