Found the above named man in an article for a lady I am helping with her family history. Has anybody able to find this on another search as this is the only article we can find.

The article claims

selling beer during prohibited hours.Blind man ordered to pay cost's

Well did find something !!

Ashton, on Wednesday, Matthew Phythian, beerhouse keeper, Droylsden, was fined 20s. and costs, for having his house open on Sundays at prohibited hours. John Foster, beerhouse keeper, Droylsden, for the same offence, was directed to pay costs. Samuel Heap
