I am not seeing any birth registrations for a Harriet V Clarke in the 1920s

Hello just wondering if there was anyway to look up my mother in laws family my husband knows only a little of her childhood she was born Harriet Violet Clarke in 1923 and was from Hacney she had two sisters I think the younger one called Irene would like to know any more about the sisters thankyou
