Just to add, it looks like Jeanette's mother was a Smith, as was the mother of the Colin Quinn born Totnes, so possible there is a connection.
My advice is to check out the free site https://www.freeelectoralroll.co.uk or 192.com - there is a Jeanette Cotton listed for Birmingham.
