Missing great grandfather......still missing.

Hi everyone. Just wondering if all the hospitals put patients on census. Presuming they did. I have looked everywhere all day for William Ketley. I know he is not mixed up with siblings. I've found their marriages,etc. But he is missing from both the census he should be on, 1861 and 1871. My grandmother told me he came to Australia by himself, paying his own way (20 pounds) when he was 16. Since found out he was 22. Did they have identity theft in 1800s?? I have found a death for William Ketley in 1853 in Chelmsford, but it hasn't got his age. Am nudging earlier entry MISSING GREAT GRANDFATHER so anyone can get drift. Thanks again.
