He appears mainly in Staffordshire newspapers 1864- 1882. This is just an outline of a few of the articles:

There was a large robbery at his jewellers shop in 1864. He said at that time to have been resident in Manchester but carrying out business in Liverpool Road,Burslem. 96 gold and silver watches were among the items stolen.

In 1868 his son Isaac was sentenced to 9 months imprisonment for forging a request for goods (2 watches and boots) in his father's name. His father (then living in Hanley) then places a notice in the paper cautioning people about conducting business with his sons in his name- stating he would not be responsible.

In 1880 Joseph is listed under the Liquidations By Arrangement- Joseph Solomon, Harley Street, Hanley- General dealer

In 1881 he mentioned in an article about Jews in North Staffordshire:
"Mr Joseph Solomon, now president of the Hanley Hebrew Congregation came into the town and lived in isolation for some 15 years. Being joined by others of the Ancient People, Mr Solomon arranged for a temporary place of worship being established in the town, and every Saturday service was held in a room in Foundry Street...."
He was also involved in raising funds for a new synagogue to be built.

Also in 1881 he (again) made an application for the grant of a plot of land in the Hanley cemetery for Jewish interments- as until then Jewish people were compelled to make arrangements for interment at Manchester.

In 1882 he is involved in a dispute among the Jewish people of Hanley-

"...the complainant, Joseph Solomon, with an expenditure of considerable time, energy and trouble, collected funds to build a synagogue at Hanley. In recognition of his service the members of the community appointed him warden of the synagogue, an office he had held up to the present time."

His complaint was regarding disturbances caused by a new member of the congregation (frightening women etc). The man he was complaining about disputed that Joseph should be the warden- it was an opinion that divided the Jewish community.

I don't see any mention of him in Hanley after 1882 so suspect this is when he moved to Salford.
