I am trying to trace my grandfathers grand parents, was Martha Tunnel listed as witness the mother of Rebecca Mears. Was Rebecca's Mears the daughter of William Mears married to Martha Quested, or is Martha Tunnel Martha Quested?

Could you clarify who married who please as well as when and where? Too many Martha's, Williams, Mears, Quested's and Tunnel's at this time of the evening!
Edit - your title implies Charles Mears married Louisa Deacon.
It would still help if you could tell us when and where! How old where Charles and Louisa as that would help find linked records. Are their occupations for either themselves or the father's mentioned or is it too early for that info?

AnnCardiff has found the original marriage on familysearch.org , but not one for Rebecca. Were they still in Kent or had they moved elsewhere? Try to read your original post as if you knew nothing about the family. You gave no dates or geographical area. Its a big, wide world out there ;-) :-)
You obviously have a copy of the Mears/Deacon marriage certificate - could you please give us ALL the details from it. We can then back-track to try and work out how the witnesses are related.

Her 1911 entry does suggest its the correct marriage rather than for her 'daughter'

Unless she miss understood the instructions, she'd have witnessed her son's marriage as a Bacon not a Mears. So that one can be ruled out.

Unless I've misunderstood, I think John has confused the 2 Charles. Charles Mears married Louise Deacon in 1887 Rebecca Mears, his mother, married Charles Bacon in 1880...and was still living with him in 1911
