Hi Julie
Do you have an idea of how old he would be,
there are several Lala Miah's on the electoral roll.

If he was eligible to vote he will be on an electoral list in the Isle of Wight, ...maybe at the restaurant.
If you could find him with a family member there, perhaps the combination of names would help locate him now.

Are there any Bangladeshi people still in the area who might know him?

I think that a Portsmouth based daily paper, ..The News...., covers at least some of the Isle of Wight. The paper runs a 'Where are they now?' column and will print a short request for help....it may be best to not mention him as your father there, for privacy ?
I know the column has had many successes.
I think you can contact them online.
