Find Ancestors

I think I need a fresh brain on this one please.

I am looking for a George Hines in the 1871/1881/1891 census. He was born in 1867 and married a Phyllis Dyson in Leicester in 1894. On the marriage certificate he is aged 25, a Fettler and his father named as James Hines, a blacksmith. I have found George & Phyllis in the 1901 census of Leicester and George gives his birth place as Burton on Trent, but I can't find him in any of the earlier censuses.

The two girls in 1881 are recorded as being the same age........but having been born in different places.

This made me wonder about whether they were not actually sisters...........
