Rackham is a hamlet and does not have a church. It could be in the ecclesiastical parish of Parham or Amberley. The West Sussex Record Office would know. IGI's transcription of Amberley's register reveals a large number of Blackman baptisms, but not one that matches yours.

Your simplest option would be to buy a copy of the marriage certificate and trace from there using his father's name.

BTW, you said that he was married at Chichester. This is slightly surprising because his wife came from Bury which is a few miles from Rackham. Bury was in the Chichester registration district at the time.

It is not possible to view the marriage certificates on line.
You have to order one from the GRO, or local office for a cost of £7

Hello

I don't know if this is a possibility. But is it possible that someone here is able to view marriage certificates online?

I am trying to find out the possible parents of James Blackman who was born in 1819 at Rackham and his wife Charlotte Ball who got married in 1847 at Chichester, Sussex
