I recently visited Wales doing some family history and went to Beaufort Hill for exactly the same reason. It is definintely the name of a road and although we found the house we were looking for, it appears that quite a few had been demolished and replaced with newer buildings.

Have "looked around" 1881 census and another St is callled Lower Square. On google map this is less than a mile from Beaufort Hill, and searching this way actually shows Beaufort Hill as a road.
It is between Abergavenny and Merthyr Tydfil.
