Was he a witness to the marriage?

I've just found my old folder I have the 1911 census for him, initially it looks like waster but it's not, on the marriage certificate it says father's name is william evans. I've been trying for years to find his birthplace and trace my welsh ancestors.

He said ‘not known’ in 1921
