Can anyone do a search for a Joseph Clarke born about 1868 I think in Mullingar, County Westmeath, Ireland and joined the Irish Constabulary in Dublin I think between 1890's - 1920's not one hundred percent certain of year just know he was in Dublin. Many Thanks
