There doesn't appear to be a Wexford in Wales. There's a Wexford in Ireland. Have you found him on a census?

There is a William Sly birth in Wexford entry on the IGI, but it is a submitted entry by a church member and not extracted from records.

It gives the year of birth as about 1786, but gives no parents names.
