Wei hai Wei...any ideas???

i have two plaques that were my grandfathers and wondered how or if i can getr any info on why he got them The first one says--To J J Moran AB From British Consul.Wei Hai Wei,China. the other says J J Moran for service rendered Wei Hai Wei,China. British Consul 1938. any ideas??

he was in the Navy and didn't come out of the Navy till 1947/48.he would only have been 22 in 1938

I just goggled Wai Hei Wai China and found a site from the Japanese research society.It has message boards etc.Perhaps you can post your message there.
