As Phyllis was married to Leeke, for John to be the OP's half-sibling, it has to be assumed that she gave false info about the father when registering the two births in Bodmin district

He isn't in anyone's tree at the moment.

His mother is in yours, but no-one else's

He could still be adopted. The addition of the S suffix on the page number only appeared for the 60s-80s.

Look for him in ‘search all member trees’

No indication on the birth info on freebmd relating to adoption, so name should be the same

Have you looked anywhere for info yourself?

I am trying to find my half brother. I only recently found out about him.
Born in Bodmin in 1944. Mothers name Phyllis Haseley.
