The numbers on his merchant seaman's cards are the official numbers of ships he worked on.

I've tried to pm the image of the merchant seaman's card as it has his photo, and the numbers of ships he served on, unfortunately from the end of the war to 1921 only, so not answering your question about the naval reserve service.
