Can't see a medal card for William Henry Riley, Seaforth Highlanders with the service number you quote. There are 4 entries for William Riley, but not the correct service number.
Are you sure it's correct or does the number relate to WW2?

WW2 records are still with the MOD. You can order a copy for £30 but they could take a number of months to arrive.

In the region of 70% of WW1 records were destroyed in a fire following bombing during WW2. The medal cards were stored elsewhere & survived.

Addition Willam was born in Staffordshire /Warwickshire Sep 18 1899 or 1900 he was 17 yrs when he enlisted

Helping a friend his father William Henry Riley b.18 Sept 1900 location not known Army No 4540598 served in Seaforth Highlanders 1917-1919 it is these he would realy love to find He also served in WW2 West Yorkshire Regiment I Would really appeciate any help please
