imho it's the civil servants, not the government of the day, who run the country. I am a firm believer in the reality of Yes Minister and Yes Prime Minister. Senior civil servants are in the job and advising and making decisions no matter which party is allegedly 'in power'. that's why nothing changes when a new party 'gets in', because they are protecting their cushy little world.
