crochet problem .......tension

My 1st attempt at crocheting a cardigan I find I can't get the tension correct. The pattern states a 2.5 hook 28sts to 14 rows. I get 23 sts and 12 rows so I changed to a 2 hook and get 23 sts and 14 rows. At least I am half way there!! I tried a 1.75 hook but that wasn't near the tension at all.
Anyone able to help me?

If you are getting the tension right one way, perhaps the difference is in the way you hold the wool. Try to relax the tension in your fingers. I know it's not easy. I have always held wool tightly for both knitting and crochet and have to allow for this when following a pattern in knitting. Sorry, I haven't followed patterns in crochet.

Are you using the same wool as recommended in the pattern?

Thanks for your tip, I am a slack knitter. Although I am using 4ply wool it is not 'patons' but I shall buy a ball of wool in that make and see how I get on with the tension then.
