Lol - everyone is entitled to their opionion (can't spell that one) but so long as they can justify their reasons. It should be an open debate - and Janey is welcome to take part but no offensive language please, in case it offends. The last comment is purely looking at it from an Economic view point.

and of why I would not find that offensive .....................

We shouldn't judge (very) small children's comments through the eyes of an adult.
Their comments are usually innocent - an honest comment on a 'difference'.
Racial/sexual/sizeist abuse is when that 'difference' becomes a reason for continual comment, or comment by an adult who should know better!

The register would not be so bad if appeals were considered and only true cases of bullying were recorded.

They have said that records will be kept until the end of Secondary School - if a child displays inappropriate behaviour at the age of 5.

If they have to be introduced - there should be a time limit. When the child has demonstrated that their behaviour has changed after 'x' number of weeks - they should be give a chance to move on. Otherwise there is no incentive for them to stop bullying.

Rambling Rose - A person can be charged with homophobia or racism etc - even if the person on the recieving end isn't gay, or from the country implied. It stems from the persons intention to cause another person some harm - verbally or otherwise to insult their race or sexuality.

In the same light - a person can be a homophobic bully if they .....ditto

Yes I know that Elizabeth, I think though that when the use of a word is altered, that alteration must be taken into account

ie when i was a child 'gay' meant happy
then it became another word for homosexual
now it seems to be ( amongst the young anyway) more of a 'random insult' like 'prat' ...

similarly the word which David Cameron used re 'twitter' has a different meaning to my generation than it does to the youngsters....( and in other parts of the country)

I think (lol) the point I was trying to make was that words in themselves mean very little it is the 'intent' behind them. I am reliably informed that the word 'sick' now no longer means what it always did... I know 'wicked' doesn't lol.

I am experienced in dealing with bullying in my profession -I actively tackle problems every week - it isn't just words - I am someone who takes the time to resolve issues and doesn't just sit back and talk. I understand the the 'cause and effect' of bullying - not only for the bully but for the victim of bullying. /my experience shows that without an appeal system or agreement to remove a name from the register after their behavior has changed - it will fail.

There are actions and charges that can be used but clearly you don't live in the UK or you have no knowledge of them.
